Looks to me like the carpetbaggers are afraid that they'll likely get ousted in the November mid-terms. What we're seeing is a mad scramble to fulfill obligations to corporate backers and to line their own pockets before they get escorted out. To hell with the American people. Let the next bunch deal with all the fallout.
